The List of Names
Eldrin secretly keeps a folded list of Accord soldiers suspected of taking Ashen Choir coin, including Sergeant Corwin Bale. He will not act on it without a credible witness. This is a story hook, not a mechanical ability.

Eldrin knows three maneuvers and expends superiority dice to fuel them: Rally (bonus action, grant ally temp HP equal to 8 + CHA... use 1d8 + 4), Trip Attack, and Goading Attack. Maneuver save DC is 15.
If Accord Hall is attacked, Eldrin fights alongside the party, directing garrison troops and using Rally and Commanding Presence to bolster defenders.
Eldrin can use the Push (10 ft.) mastery property of the Longsword and the Sap property of the Mace. He can swap one mastered weapon on a Long Rest.
Eldrin is proficient with smith's tools and gains expertise-like familiarity with war manuals, siege engines, and battlefield logistics.
Eldrin regains 1d10 + 6 hit points. He can also use it to move up to his speed without provoking opportunity attacks.
Eldrin takes one additional action on his turn, except the Magic action.
Eldrin's hit point maximum increases by 12 (2 ร level).
Eldrin attacks twice when he takes the Attack action.
Eldrin increased Strength by 2 at 4th level.

Behind the character
Captain Eldrin Voss is a broad-shouldered human in his late forties, built like the siege walls he once held, with grey-shot brown hair cropped short and a deep scar running from his left brow to his jaw โ a souvenir of the breeding pits, where he lost his brother Halden and very nearly himself. His hazel eyes are tired but steady, the eyes of a man who has counted too many dead and refuses to stop counting the living.
He wears a dented breastplate he has never had the money to replace, a round shield slung across his back, and a longsword at his hip, and over it all a faded cloak bearing the three interlocked shields of the old alliance, bleached nearly colorless by three years of rain and ash.
He speaks plainly and hates politics. He has no patience for courtiers, profiteers, or anyone who uses the word 'destiny' without a shovel in hand. He believes in the treaty the way other men believe in religion โ not because it is beautiful, but because he buried friends of three races under the same soil and will not let that ground be plowed up for a border. He is the last serving officer of the old 4th Mixed Company, and he commands Accord Hall's garrison of thirty soldiers with a discipline that has outlasted the institution that issued it.
Beneath the plain speech is a careful man. Eldrin notices everything: who drinks alone, who stopped attending muster, whose coin is the wrong mint. He keeps what he notices in a folded list hidden in his cloak's lining, and he acts on none of it without proof, because he has seen what accusation without evidence does to a garrison. He is Lawful Neutral in the oldest sense: the law is the wall, and someone must stand on it.
He will fight beside the party if the town is attacked, direct its defense with a veteran's economy, and ask nothing in return except that they find the truth before the square burns.
Before the adventure
Eldrin Voss was born in a border village that no longer exists, burned in the first month of the orc invasion along with his parents' farm. He and his younger brother Halden enlisted the same week, and the war made them different men: Halden became the joke-teller of the 4th Mixed Company, the one who could make dwarves and elves laugh in the same trench, while Eldrin became the one who counted ammunition, checked watch rotations, and wrote the letters home when the jokes stopped.
He rose to sergeant, then to lieutenant, then to captain โ not through brilliance but through the soldier's virtues of showing up, holding ground, and never asking a soldier to stand somewhere he would not stand himself.
The breeding pits broke him and remade him. His company was sent to clear the pit complex in the war's final year, and the operation went wrong in every way a military operation can: bad maps, bad intelligence, a collapse that cut off the retreat. Halden went back down for a wounded dwarf and did not come up. Eldrin held the pit mouth for six hours with eleven soldiers, waiting for a brother who was already dead, and the scar on his face dates from that afternoon.
When the Accord's official notice arrived, it listed Halden Voss as killed in action, and Eldrin signed the form with a hand that did not shake, because soldiers' hands do not shake where the ranks can see.
Weeks later, a scrap of prisoner's writing reached him in Halden's handwriting โ a few words, a partial map, no explanation. He has shown it to no one. He does not know whether his brother died at the pits or was taken from them, and the not-knowing has shaped everything since: his refusal to leave Accord Hall, his obsession with the tunnels beneath the Scar, his quiet funding of the widows' fund, and the folded list of names in his cloak.
After the war, the Accord Remnant was gutted. Its generals went home, its funding dried up, and its chain of command in the capital stopped answering. Eldrin was offered a pension, a farm, and a quiet life, and refused all three, taking command of the Accord Hall garrison instead โ thirty soldiers, unpaid for two months, guarding a treaty everyone else has stopped believing in. He has written eleven reports documenting forged orders, wrong wax, and Choir infiltration; all were acknowledged, none were acted upon. He knows the capital's channels are compromised. He keeps writing anyway.
In Accord Hall he is a fixture: the captain at the timber gate, arms crossed, watching the treaty stone in the muddy square. He drinks at the Broken Banner but never more than two. He plays cards with Borin Stonekeg and loses on purpose when the dwarf's wooden leg aches in the rain. He walks the palisade at dusk and dawn, every day, and every soldier in the garrison knows that if the captain is still walking the wall, the Accord is still standing.
He hates politics because politics is what killed the alliance โ not orcs, not defeat, but men in warm rooms deciding that peace was less profitable than war. He has one belief left: that the truth, found and spoken plainly, can still hold three nations together. He has bet his brother's memory, his garrison, and his last years on it, and he is asking the party to help him win that bet.

Personal quest ยท 1
Eldrin's folded list of Accord soldiers who may have taken Ashen Choir coin includes Sergeant Corwin Bale, a man he once pulled from the breeding pits alive. Without a credible witness, acting on the list would shatter the garrison. He asks the party to quietly work the veterans' taverns, the treaty stone, and the old barracks to either confirm or clear the names on his list before the Choir silences them.
Identify which names on the list are genuine Choir recruits and which are forgeries meant to sow paranoia.
Personal quest ยท 2
Eldrin's brother Halden died at the breeding pits three years ago, but a deserter's letter claims some Accord prisoners were taken alive and handed to the Choir. Eldrin cannot leave his post, so he asks the party to search the old war tunnels beneath the pits for Halden's fate โ a cairn, a grave, or worse, a Choir record of what was done to him.
Follow the deserter's map into the war tunnels beneath the breeding pits and find evidence of Halden's final days.
Personal quest ยท 3
Accord Hall's garrison is thirty soldiers strong, unpaid for two months, and bleeding deserters every week. Eldrin asks the party to help him stage one last muster: recover the garrison's stolen pay chest, settle a dispute between human and dwarven soldiers that is about to turn violent, and convince enough veterans to stay that the town can survive an attack.
Track the pay chest, stolen by a deserting quartermaster who sold it to Scarfall smugglers.
When the party presents proof that the sleeper agent is among the town guard, Eldrin must decide whether to purge the guard publicly or quietly turn the agent into a double agent against the Choir.
If Eldrin chooses the quiet route, he gains the 'Hidden Hand' ability โ once per long rest, he can feed false information to Choir contacts, giving the party advantage on one infiltration scene per act. If he purges openly, Accord Hall's guard is loyal but halved in number, and the Act I finale defense of the town is fought with fewer soldiers but no risk of betrayal.
Eldrin's list includes the name of a soldier who saved his life at the breeding pits. When that soldier is confirmed guilty, Eldrin must choose between the law he serves and the debt he owes.
Sparing the traitor gives Eldrin an inside line on Choir operations (the party gains a source who can warn them of one ambush per act) but permanently lowers Eldrin's Insight-based checks when judging garrison loyalty, as his judgment is compromised. Executing the traitor hardens Eldrin: he gains +1 AC from unshakeable discipline but can never again be persuaded to show mercy to Choir recruits, closing off certain redemption paths in later acts.
After Talia Voss is rescued, Eldrin learns the Remnant's high command in the capital is compromised. He must choose whether to keep feeding reports to a chain of command that may be the Choir's, or to go dark and make Accord Hall an independent garrison โ an act that borders on mutiny.
Going dark gives Eldrin the 'Free Captain' feature: he can commit Accord Hall's garrison to any fight the party initiates without waiting for orders, and his Rally maneuver's temporary hit points double. Staying loyal keeps the Remnant's legal authority intact โ Eldrin's testimony is admissible at the queen's court in Act III, adding a permanent +2 to the party's Persuasion check when presenting evidence to Queen Mariana, but the compromised command leaks one of the party's plans at a critical moment.
Learning his brother's true fate beneath the breeding pits.
Eldrin's grief crystallizes into either mercy (he refuses to let anyone else's family be destroyed by rumor and war) or iron (he becomes the Accord's harsher, more ruthless guardian).
The muster succeeds or fails.
A successful muster transforms Eldrin from a caretaker of a dying institution into the founder of a renewed one; a failure leaves him commanding a ghost garrison and relying entirely on the party.
Ally
Eldrin pulled Mira out of a collapsing archive during the second year of the war, when an orc raiding party hit the old alliance headquarters and she refused to abandon the treaty ledgers. He carried her out under one arm and a crate of records under the other, and she has never forgotten it. Since then she has been his unofficial intelligence service, flagging every document whose seal, wax, or signature is wrong.
It was Mira who first noticed the forged orders were sealed with Deepforge wax, and she whispered it to Eldrin weeks before she dared tell anyone else. Eldrin in turn has shielded her from three attempts by Remnant bureaucrats to have her reassigned for 'insubordination,' and he keeps a standing order that no soldier enters the archive without her leave. He is one of the few people she is not frightened of, and she is one of the few people whose caution he trusts without question.
Enemy
Corwin Bale served under Eldrin's command for the entire orc war and was the soldier who dragged Eldrin's wounded brother Halden back from the pit mouth โ a debt Eldrin can never repay because Halden died of his wounds anyway. Now Corwin's name sits on Eldrin's list of suspected Choir recruits, and the two men meet weekly at the Broken Banner and drink in careful silence, each knowing what the other suspects.
Corwin believes the peace is a lie that will get every veteran killed and that the Choir at least offers soldiers purpose; Eldrin believes Corwin is being played by people who will spend his loyalty and discard him. Their conflict is not hatred but grief: each man sees in the other the friend he lost when the war ended. If Corwin is exposed publicly, he will flee to the Choir and become a genuine enemy; if cleared, he becomes Eldrin's fiercest defender.
Faction
Eldrin is the last serving officer of the old 4th Mixed Company still holding a field command, which makes him both the Remnant's most credible voice and its most isolated one. He has written eleven reports to Remnant high command documenting forged orders, wrong-colored wax, and Choir infiltration; all eleven were acknowledged and none were acted upon, because the capital's channels are compromised. Within Accord Hall itself his word is law โ the garrison, the archive, and the town gates answer to him โ but his authority ends at the town palisade.
Thane Bruna Ironvow honors his old war-debts, Lia Woodswhisper will speak to him when she will speak to no other human, and the Remnant's clerks still file his reports first. His influence is real but decaying: every deserter, every unpaid week, and every unanswered report costs him standing, and he knows the day is coming when the Remnant exists only in his garrison and his faded cloak.
