Frostscale Cloak

This cloak is made from the shimmering scales of a Frostscale Dragon, emitting a faint chill. While wearing the Frostscale Cloak, you gain resistance to cold damage. Additionally, you can use your reaction to create a localized blizzard; as a reaction, you project a 10-foot radius field of icy wind centered on yourself for 1 round. Creatures within this area must succeed on a DC 13 Constitution saving throw or have their speed halved until the end of their next turn. This ability can be used once per short rest.
