Whispers of the Abyss

This dark, shadowy cloak gives the wearer an unsettling presence. While wearing the Whispers of the Abyss, the wearer has advantage on Stealth checks made in dim light or darkness. Additionally, the cloak allows the wearer to cast the spell 'Fear' once per long rest, as if using a 2nd-level spell slot. Upon invoking this ability, the wearer must whisper a malign incantation, which costs 1 hit point due to its necromantic nature. Creatures affected by the fear must make a Wisdom saving throw against the wearer's spell save DC. If a creature fails the save, it is frightened for 1 minute. The wearer can also use their action to make a single target creature hear the whispers of the abyss, imposing disadvantage on their next attack roll before the end of the target's next turn.
