Overview:
In Thalassara, the Sunken Senate, power flows like tidewater. Factions—Coralent Council (old aristocracy), Azure Syndicate (merchants reformists), and the Veiled Choir (necromancer cabal)—vie for influence. Vorinth the Drowned Chancellor, a necromancer, promises stability but raises undead to enforce his will.

Main Quest:
Stop Vorinth by reclaiming the Heart of Tides, a fractured relic of an ancient trident. Four beacon fragments lie across Thalassara; reuniting them grants control over tides and the dead, or you can destroy the relic to prevent domination.

Thalassara (capital), Coralgate Market, The Maelstrom Trench, Sunken Abbey, Gate of Sighs, Ghast Reef.

Hooks:
- A surface envoy seeks a treaty in exchange for halting a city-wide crisis;
- a councilor is murdered during Moonrise;
- rumors say undead sailors guide ghost ships to the docks.

Underwater Combat:
Fights occur in spinning currents, kelp forests, and wrecked ships. Air is scarce; use water-breathing magic, tidal leaps, and buoyant gear. Enemies include cultists, undead sailors, and rival guards.

Central Events/Triggers:
Moonrise decides council seats; Vorinth begins the Rite of Sighs at the Gate, unless disrupted; the Heart fragments align and threaten a flood of undead or unlock a reform charter.

Side Quest:
Uncover and shut down a slave-trade ring that ships surface folk to deep-sea labs. Rescue and garner reformist allies.

Rewards:
Trident of Tempest, Cloak of Ocean’s Veil, Pearl of Truth; water-breathing, swim speed, and diplomatic leverage with factions.

Endgame:
The PCs can topple Vorinth, push through reforms, or fracture Thalassara into rival enclaves; each path reshapes power at sea and on the surface.
